EMEP/EEA Air Pollutant Emission Inventory Guidebook
The EMEP/EEA air pollutant emission inventory guidebook (formerly called the EMEP CORINAIR emission inventory guidebook) provides guidance on estimating emissions from both anthropogenic and natural emission sources. Information on recent updates to the guidebook can be found in the update log available alongside the published Guidebook chapters.

The Guidebook is designed to facilitate reporting of emission inventories by countries to the UNECE Convention on Long-range Transboundary Air Pollution (CLRTAP) and the EU National Emission Ceilings Directive (NECD). It is also recommended by IPCC Guidelines as a source of air pollution emission factors for the indirect greenhouse gases that Parties report under UNFCCC.
TFEIP is responsible for the on-going maintenance and improvement of the Guidebook's technical content. This includes ensuring that the latest scientific findings and knowledge are properly reflected in the Guidebook's default methods and emission factors.
The Guidebook is published by the European Environment Agency (EEA). The latest version (and archived copies of previous editions) is available on the EEA website.

Guidebook update
There are plans to publish an updated version of the Guidebook in 2027 and work on updating the chapters has begun.

The European Commission funded a project to review the current chapters and draft prioritised improvement lists for each sector. These lists were discussed and approved at the 2025 TFEIP Meeting and both the update lists and project report can be viewed at the links below.
